I was under the impression he could be found in the undercroft?
But I have yet to finish the final main quest in any of my runs so I cannot personally confirm this, nor confirm if he does indeed disappear following the final quest.

Have you learned any? He's also in Feldcroft depending on what part you're at.

Sebastian is back in the Undercroft, or if you chose to turn him in at the end of his questline you can't learn the spells anymore unfortunately

Nah, the curses don't count towards the learn all spells achievement 🙂
