Does anyone actually know definitively how the broom upgrade unlocks? I know you have to complete the quest, but what determines how long you have to wait until it becomes actually available? Main quest progression? Side quest progression? Just a simple timer?

Main story progression, there's a side quest called Breaking Camp - after this you are able to start the broom upgrades. Albie will have you visit Imelda Reye's time trials to test out the broom. After you beat her time the upgrade unlocks, then you go back and buy the upgrade.

I still havent got the second upgrade though...
It's locked behind "In The Shadow of the Mine" and also " its all gobledeegook". Once you cpmplete the side mission and main mission then broom upgrade 2 will unlock

I felt the broom upgrades were very few and far between (well there's only 3) but you have to make quite significant progress between the story missions and some side quests before additional upgrades are available.
