how do I get up to the circular balcony with a collection chest and Scroll? It is under the prefects bathroom?

You can freeze fires using Glacius to extinguish the flames.

Perhaps a nearby room has a hidden entrance currently blocked by fire... ?

It only has lanterns surrounding it - it is inside one of the hallways there, and they do not seem to be able to be frozen

I know. The hint I gave is very much applicable.
Search nearby rooms on a different floor.

One of them must have a fire large enough to walk through when extinguished.
