#Game freezing and drop FPS

I have GTX 1080
CPU I7
16 RAM
The game recommended for me the High quality on setting , but I have drop fps and game take 99% of my RAM and I tried to play on low settings quality and still not work, can someone help here ? , I search all night on google and I didn't found anything.

I have a 3070 i78700k and 32 gb of ram. i have tried all the things including the acendio mod. They DO NOT FIX the shuttering . The only thing that has every happened from these changes is my peek fps going up but that was already fine. The it should not be up to the consumer to try and fix the devs terrible performance optimization on high end computers My avrage fps is 30 while my peek is 70 at 4k AND 1080p No change with resolution change.
I am not even able to play on my steam deck any more as the patch today broke that.
