both the floo network and the change time of day are not working at all in the game. when ever I go on the map the floo network always says (floo network currently unavailable) and the change time of day button is completely gone

Check to make sure you aren't on an active quest. Some quests disable the floo network as well as removing the change time of day button. I am currently on a quest named || A Basis for Blackmail || And I have to || Talk to 3 people || Before I complete the quest and the floo network will be active again.

either that or the game thinks youre in combat (you have a "dueling feat") on the right of the screen

if thats the case you probably have to reload a save file
