Yes, if you predownloaded you have to completely restart the Steam client and unpack it all over again.

I pre-downloaded last night. You have to go back into your Steam downloads and unpack it again.

Restart your Steam client and go back into downloads and tell it to "download" and it should say unpacking. Some people had to restart their whole PC.
