The download time goes by your time zone & playing method. PC gets access a little later, but still 72 hours earlier for deluxe than standard. Nothing that can be done, its a steam thing

They can enable it for the deluxe edition.
I've heard they have to wait about 28h in Australia. So that's 28h AFTER it released on consoles over there.
