Think about what it takes to make a really big game, compare it to the biggest games you know and scale it down 100x and a bit more.
Making an open world Hogwarts is a big enough task on its own, making a school sim, battle system, and all the possible mini-games, and all the other schools and transforming into animals and transforming other things into animals. etc etc etc, it piles up really fast
