They do work together, but progressive arsen will overwrite the changes in Heist if placed below and vice versa.
In addition if you want all the changes in Heist you have to start a new playthrough, for the effects to apply for starting skills.

then I went and edidted progressive arsen myself to get an equal progression to party members

I think the Morgana cat mod is different, as it edited events to change the portrait used rather than the IMAGE used
and so it clashes with Rose and Violet cuz they both edit events

Yes, it should be okay to use R&V with those mods because Cat Morgana edits the dialogues to use the cat morgana bustup. Replacing all Morgana bustups would also replace the Metaverse ones too, so they had to do it that way
The only downside I can see to the black hair Futaba mod is that it also replaces the chat photos, which R&V also does replace
It's a really minor issue, you can always disable the mod and check them out in the Thieves' Den if you want

You should disable "Unreal Essentials" and "Unreal Toolkit". P5R isn't an Unreal engine game so it might cause you some issues.
You don't seem to use mods that require "Inaba Exe Patcher" so I'd recommend disabling it
You should also enable Sumire overhaul and place it above Rose & Violet, just to make sure things are working smoothly
Other than that, I don't see mods in your load order that edit the file with the dialogues you've shown (other than R&V). I'll make a note of it so I can test it again when I'll replay the game

It's because of quads/tris. Essentially the game only reads tris (3 pointed face). And while a quad (4 sided face) is technically fine. The addon wont let you export the model without triangulating them. If you want to do that normally you just select all verts and then CTRL T. It'll triangulate every face selected.

Well it may triangulate incorrectly and not triangulate how it should. I've had that happen before because some quads were hidden apparently.
