Haru's IM New Icon - Repackage Mod Help

I’ll say right away, I’m a complete 0 in mods-making. I just came across this mod, which corrects the sprite of my favorite character, and I wanted to use it.
But unfortunately, it is only for Aemulus Package Manager, which supports versions for emulators (PS4 and Switch), and I didn't find version for the Reloaded II.

So that's my question. Is it possible to repackage this mod for Reloaded II (PC/Steam) somehow?
