I was wanting to edit CmmHelp and the CMPTABLE files in INIT. I can use DDS2ToolGUI to export the files into a folder, but then I am unable to import them back due to them not being bustups.

The Amicitia tool can handle BIN files more generally.
However, if you're making a PC mod, you shouldn't actually need to repack BINs. See "Replacing Files In Archives" here: https://sewer56.dev/p5rpc.modloader/usage/
