Not understanding skill learning in the game and in modding (steam)

I'm not seeing anything that specifies when main character personas learn their skills in the .tbl and it is going to be even more confusing figuring out how the inheritance works for the social link max personas.

So far no changes to the .tbl have shown up as far as I can tell

I can see this has been marked as solved, but there's no solution detailed in this thread. Please can you share your solution so I can close this out? Thanks @bold jasper
