#Is it possible to downgrade my game to 32 bit?

No you can't unless you mean the hotfix beta which you might be able to do, that won't be the newest 32 bit version though
can i install it to another hdd by default? my main one has no storage
I'm not sure if you can, I have a feeling you probably can't
You could use depot downloader instead of the steam console. It does the same thing just as a 3rd party program and when you do it it'll download to whatever location you run the program from

The command you'd need to run if you were to do it using DepotDownloader would be this:
DepotDownloader.exe -app 1113000 -depot 1113001 -manifest 7421594391039072174 -filelist -username steamUsername -password steamPassword
There is a chance it uses whatever is set as your default steam library as the download location but idk if it actually does
Just tried and it seems it does not so I'm fairly sure it just can't be done with steam console (unless there's some command or something that changes directory but I can't find one and there's seemingly no real documentation of most of the console)
You may not be able to replicate this but after moving Persona 4 Golden to another drive, Steam prompted me to update P4G, which was the same size I remember the January update being (between 6 to 8 GB I think)
