Tome of Blood Registrate version requirement is unnecessarily strict

My mod takes Registrate [1.3.11,) while tome of blood takes Registrate [1.3.3,1.3.3], causing crash reports that players can’t comprehend and blaming me.

Please loosen the restriction to [1.3.3,) to allow compatibility with other mods that also use Registrate
