currently, the break glyph works the same regardless of effects like mining fatigue. This defeats the point of a lot of a lot of modded structures as well as the vanilla ocean monument. I propose that each level of mining fatigue reduces the max hardness of break by one or two levels (and at the lowest tier can't break anythign requiring tools). This way, break still works, but you can break fewer types of blocks and at mining fatigue 3, are prevented from breaking anything that requires a pickaxe to drop. However, it would still be able to break dirt, slime blocks, and stuff.
