middle end portal not spawning in when starting a world

this is happening on a server i'm in, but it is also happening for every singleplayer world i try. I don't know what the issue is. here's all the mods i have enabled

i've also looked at other people with the same problem and i've tried editing my level.dat folder but it does not make a difference

i've figured something out

i need to remove nullscape

but every time i try to start it it says it needs nullscapes
