Minecraft can very rarely spawn any wolfs with terralith ?

Basically i cant find any wolfes taking as exemple that in a savanna plateau there was 4-5 groups of lamas but there wasnt any spotted wolfes when they have the same chances of spawning. Is that intentional or a bug ?

we copy the same wolf spawning chances and pack sizes from vanilla

wolves dont spawn in every biome, though. gimme a sec and i can get something
