install nullscape as datapack or mod?

From what i can read on the mod page nullscape is a datapack but its packaged as a mod? I run a Fabric Server and we want to install this but im not sure if it should be on the server as a datapack in the datapack folder or a mod in the mod folder. Does it need to be installed clientside too?
