#What am I doing wrong if Incendium 1.16.5 generates the structures but doesn't terraform the terrain

Datapack : Incendium 1.16.5
Server : Paper 1.16.5
Downloaded From : https://www.stardustlabs.net/version-library (1.16.5 Version)

I use a few plugins, and the Terra plugin is one of them (which, AFAIK doesnt change the nether generation unless mentioned in the bukkit.yml file). I just use Incendium 1.16.5 and no additional datapacks.

Issue : When I check in from the '/datapack list' command in MC, Incendium datapack does appear to be loaded, but it doesn't affect the nether landscape. I have seen a few buildings that are from incendium, but none of the biomes or generation from the datapack.
