I tried killing it in the warped and inverted forest

I summoned it and also tried doing it the normal way by placing the blocks.

I used a looting 10 weapon to kill it incase that's important.

(and @dense python) i've tested with incendium 5.1.4 in a singleplayer world, and the warping witherblade indeed dropped in both warped and inverted forest. my only guess is that you two may have conflicting mods/plugins/datapacks. for example, if something else modifies the wither's loot table (possibly a "More Mob Heads" datapack?), it might override the blade
