If I will create a modpack, export it, and share it with someone, but don't upload it to the website, will the mods in the modpack be counted as downloads for mods creators when it is downloaded?

if you are sharing a folder full of mod jars then it won't count

if you're sharing e.g. a json file with mod ids, then it probably will

i don't use the modrinth launcher, but basically if the modpack file you share is a big archive (in terms of size) then it probably won't count. if it's a small archive or it's not an archive, then it probably will

if you mean a .mrpack than it should count to the total downloads as if the mod was downloaded is through modrinth
it uses an api call to download the mod in term causing the download count to increase
