Changing a Modrinth Server File's Properties to Read Only

Hey yall, currently trying to change the config for a mod that is continuously overwritten back to default. Typically, I would just make the file read only, and that's what I did using STFP, but once I started up the server, it went back to overwriting it and changed the file back to writing. Anyone have any advice on this? Thanks yall
