How many mods would it take to be considered heavy modding?

I'm thinking about investing in some server hosting. The modpack I have has 83 mods on forge 1.20.1, attached is a list of all server side mods and the .mrpack file, do you think I should purchase the medium server, or could this pack warrant the title of heavy modding, and therefor the large server. In terms of player count at max the server would most likely have about 8-10 players on at once, but most of the time it would be around 4
So what do you guys think?
