FPS capped at about 40 even with low pc usage

My fps is capped at about 20-40 no matter what. All my mods enabled, low fps. Only sodium, low fps. No mods, low fps. Two chunks render distance, low fps. My gpu and memory usage is extremely low, but there is still low fps.
