select "load from file"
select your downloaded pack

If you already have the modpack downloaded you don't need to download it with modrinth app, just make a new instance and choose your downloaded pack.

im not sure if im allowed to do this, but if you are comfortable with it, i made a script to pinpoint what download is failing

it attemts to download each mod one by one, and if it fails it adds that mod name into a log.txt

ok i cannot send you the script via server rules, best shot is to manually try each url one by one, or get a vpn. because its not a issue on modrinths side
