This generally appears to happen around a specific area, and it's definitely related to loading in something, but what that is or what mod is causing this is beyond me. The only line that gets printed with the freeze is:
[Render thread/INFO]: Ignoring properties file that failed to load any cases @ minecraft:., after which my only choice is to force quit Minecraft

okay, I think it's solved. It seems that maybe Enhanced Block entities was causing it. The logs were pretty vague though so I don't know if it's the mod itself or a conflict of some kind.
Okay, nevermind, the freeze was just more delayed. I still froze
