Gonna need more info. If you're just doing a datapack, that'll be difficult/nigh-impossible if you want to have carrier pigeon mobs.

as skycat already told, more details are needed.
Simpler may be a mod that would implement pigeons, and would teleport them near other players when its out of your render distance, after n time, for which you can implement formula for distance between 2 points in 3d space.
