I installed the plugin, but it doesn't work for me, although I can use the /skills command to show the menu, but I can't see the HUD (hp and mana) and I don't even increase my level in certain directions. Is it possible that one of my plugins overlaps with this plugin?

I can't tell from your plugins list if there is an incompatibility, did you have a plugin before that uses the action bar? Also, make sure you break naturally generated blocks for xp and that you aren't in a region named spawn.
