Despite the quest indicator, there's no option to collect the quest with the Give Treat option on the menu.

Huh, can you send your save? It's located:

Also, I discovered later in the game the boy has a gift for me, not a quest for me to accept - but he couldn't give me the gift until after the trick-or-treat event ended.

I have discovered this exact issue happens with judges of the crafting contest being unable to give me a gift until after the crafting contest has ended.
