The ships never sell steel items, just ingots. I’ve checked every week since starting the game (I’m a year and a half through) and they never are available.

Steel items are sold by the blacksmith, each has a 15% of being sold in a day (up from 5% I think) so if you check with them every day in a week it's likely they'll have a specific one at least once
