Ok so: mutations have a pretty low chance of appearing (I think it is 7.1% either that or 2.5%), and since you can breed multiple females with a male but you cannot do the other way around I suggest you keep your mutations on males

So mods are technically faster- They're more performant due to using direct references to the creature rather than having to search a list of classnames. But since dinos aren't spawning in huge amounts constantly, the difference is fairly minimal and it's worth using INI > mods for the flexibility
