not going to sugarcoat it, thats pretty terrible
that is arguably the worst veteran melee weapon in the entire game, and that keystone is very little value on recon las (though why is not so obvious)
recon has a very small finesse modifier, something like 1.3
marksmans focus works for guns with great finesse modifiers, bare minimum 1.5
the wound curio must go, they are just training wheels. replace with toughness or health curio
try this or similar. 1 point left to choose FT or WS keystone or another node you'd like

This does deviate from your suggestion because I wanted to keep Voice of Command for some extra support.
I wanted to grab the Weapon Specialist talent that gives me extra ammo when I activate Ranged Specialist, which I thought could come in handy with the Mark XII.
I could also remove two talents and grab rending strikes or some extra toughness, but I do not know if that is actually worth it.
I did switch to the Mark III axe. Way better.
basically never skip this talent
the reload node is very little value. biggest use is on wepaons with very small mag sizes, which the recon is the opposite of. you already have incredible mag size from shock trooper giving free shots, always prepared is superfluous
so i suggest doing this:
since you want to include born leader for the toughness regen support upgrade, you could also consider switching Out for Blood (at the top of the tree) for on your toes (the subnode in weapons specialist)
on your toes is basically 4 kills worth of out for blood, for the price of killing 1 dude and then switching weapons
it only triggers every 3 seconds max, but i still think it'll be higher value

I'm pretty happy with the general playstyle of the build. I notice that I definitely do not get as many headshots as I had hoped, but that is a matter of practice and distance.
The Recon Lasgun is devastating at closer ranges and can absolutely melt healthbars under the right circumstances.
True, but a bit of extra damage and free shot is pretty cool.

What if I replace Precision Strikes with Deadshot?
I understand that draining my stamina is a bad idea, but becoming more accurate and getting a massive crit chance sounds really appealing.
I could then stack it with increased crit damage.
deadshot doesnt reduce recoil, only sway, aka you hold the weapon stiller. you will lose accuracy from firing as you did without deadshot
deadshot + recon is a cursed meme combo since you drain all your stamina really fast. it can be fun but you gotta go all in on stamina regen talents, and theres just better ways to play the weapon
meanwhile precision strikes is just always on and doesnt require any sacrifices

In testing, full stack Ranged Specialisation into Deadshot was hilarious in damage output, but it is certainly not as good for consistency.

WS is not a good idea for full auto weapons; never was
its literally 20% extra dps. for 10 seconds
