It's pretty tough to hit a high level of passive block when every shield from lv 1-100 caps at base 10% (aside from specific uniques/runewords). So I would offer a suggestion to make the cap increase similar to how damage/armor stats increase incrementally based on level with a cap of like 15% or 20%. That way it'll also be easier to find better shields at higher levels by increasing the minimum passive block % as well

You used to be able to get into the 70s block chance with heavy investment and shields blocked 100% damage. Then block was gutted. I doubt this will change.
But I do agree that block is in a very bad spot.
Ya feel like with it nerfed to 50% less damage sources of block chance should be much higher. Basically impossible to hit passive block chance cap without going an ascendancy that gives a bunch of flat block chance.
Either that or increase how much it reduces damage to like 80%. I get not being 100% but when suppression exists which can be 100% reliable for the same 50% reduction theres no reason block should be this bad lol.
Also considering it's required to get Retribution stacks on Crusader, you either need to build full block chance and nothing else (because of the sheer investment you need), or ignore it completely and forego any of the benefits crusader skills get when you have stacks. It's not feasible to manually block in endgame content because you willingly put yourself in a shitty situation that'll almost always get you killed
Maps are grueling for any melee build that can't stunlock because of the absurd damage scaling
