Is it intentional? I have no idea, but if it is, it should scale since the fact that it doesn't receive any benefit from regen% makes it useless

% of resource is meant to just be energy and mana iirc

So % HP regen is scaled by max hp and flat regen is scaled by increased life regen. Seems reasonable.

Should rename to increased flat regen to stop confusion if this is intended.

I got 4k energy regen with my dex stacking build without even trying to get energy regen

don't matter the build, your normal regen will be like 4x or more higher than your regen max%
