If there isn't space to show it on the toolbar it already hidden. No other buttons are impacted by it.
there are two considerations. One is that this might be a slippery slope where the ui starts getting bloated. The second is, the same function in file explorer is in the context menu, and in windows 11 it's hid even further, so at least this tells a lot about how frequently this is used

We'll be keeping the current location for now, but it's possible that we'll allow turning off toolbar buttons in the future.

I'm happy to assure you that we'll make sure the toolbar doesn't become bloated. Certain file types have additional actions, but we keep the toolbar limited to the most common ones. Less common actions can still be accessed via the Command Palette and keyboard shortcuts.
