Dont run Files as admin likee the message says
Task manager has to run as admin so everything else it opens also run in admin. This is how Windows works and because drag and drop in admin not working is also a Windows issue Files can't do anything about it yet.

That properly requires admin to do. Files doesn't have support for in app elevating but you can right click Files in the start menu > Run as admin then do the operation.
