Can you try

Opening PowerShell window as administrator
Run this command Add-AppxPackage -AppInstallerFile https://cdn.files.community/files/stable/Files.Package.appinstaller

thats not the command use the one listed above

That should work as well but it's missing the -AppInstallerFile switch
