Since the new tags can also be organized hierarchically (although possible with multiple ancestors), perhaps it is better to have an equivalent of the Library page for nodes, but for tags, where you can see the hierarchical list, rename or re-organize the tags on the list.

I dont think Tags would work well with a Library considering a Tag can Extend multiple Tags, in which case it wouldnt have a single parent but multiple, which is different from Pages

It can still be displayed in a tree and edited. A little tricky but can be done.

It sounds like it would be closer to a mind map than a tree.
I believe there's a system in place to prevent recurrent inheritance.
i.e. A inherits from B inherits from C inherits from A.
Still you could have somewhat complex arrangements so I think it would be more like a mindmap.
I do think it would be a good idea mind you but how much programming I don't know.
