#Full width CSS when on narrow screens, move NewTags out of way

NewTags show up in a right-aligned column across from the node, but when the screen width is narrow, such as in the sidebar, this leads to some terrible layout. My suggestion is that when the screen width is narrower than a certain amount, the NewTags should instead appear in a separate line, just above (or below) the text in the node, and so allow the node text to use the full screen width. (This should help with mobile layout as well, though I haven't looked at that.)

I loaded my sqlite on mobile and yes the same problem is there as well. If you have multiple NewTags or NewTags with long names, the node text itself is severely wrapped to the point of being unreadable.

I've changed the title to better reflect the request. Whether on the sidebar or a mobile display, the node's text should be allowed to use the full width of the screen, and the NewTags should move out of the way. Making them into two equal tables colums is just a horrible experience for working with text.
