This is honestly a pretty tight budget for PC building and the rising costs of components aren't helping. What do you plan on using your PC for? What are your needs? Do monitors/keyboard/mice/speakers/etc count within that budget as well?
so what do u think is a good budget I plan on gaming and editing and 3d modeling as well
btw this is just a curiosty question cus I do plan on buying a pc in the near future this is just to gather information
You need to really stretch your budget if you plan on doing stuff like 3d modeling.

Yeah. OP’s going to want to extend his budget to at least $1000 knowing the current PC building situation.
For $270, he’d even struggle to even find a used prebuilt for his use case

red dead redemption 2 havey grafical games and switch between adobe and premier
You’ll need to extend your budget quite a bit. Going to want to spend at least $1000 for anything that fits that use case.
You can’t get a $270 PC that can play heavy games.
