you can able that by going to your phone settings > cellular > cellular data options
from there change voice and data to LTE
I don't have that menu. The ISP tech support told me that "it probably means that my model doesn't support the feature and that I should ask Apple". I feel like they are bullshiting me 🙂
VoLTE would be an option controlled by your cellular carrier. Where are you located, and which carrier do you have? The iPhone SE (2nd generation) does have VoLTE support if the carrier (and your data plan) supports it.

I'm located in France, the carrier is Free Mobile.
I found on their own support site that my phone supports LTE https://assistance.free.fr/univers/offres-mobiles-free/mon-mobile/premiers-pas/device/apple/iphone-se-2020-ios-17/specifications
Unfortunately, your carrier does not support VoLTE:
Some other ones do, such as:
Orange and SFR also support it, according to the list.
Choose your country or region to learn about the wireless carriers available to you.
So if it’s your carrier blaming Apple, no, it’s them BSing you.
Where does that list come from ? Free does support it but they added it very lately.
Apple web site at the link above. If they recently added it, they may have only added it for a limited set of devices or plans or something like that. In any case, it’s a conversation with them - the appearance of the VoLTE option in settings is part of the carrier settings that they send to your phone - so no matter what, they are the only ones that can fix it.
Well, not sure what happened but I now find the VoLTE option in both SIM cards. And I can access internet during a call.
