iCloud+ is not a “new” storage it’s just a copy of ur stuff on Apples cloud

You have to backup your iPad in order for ur photos to go into it

Did you buy the 200 GB via iCloud+?

If so, you have to enable iCould Photos

#

If you bought it with "200 GB", then you might need to check where you bought it again since the iPad doesn't come in a 200 GB version.

It seems only 65mb of your photos are being stored to iCloud.

I'd make sure iCloud Photo's is enabled, just as Shifters has mentioned

I'd also make your turn on "Optimize iPad storage" @hexed quiver

Just go to settings, then head to the Photo's section, then you'll see the option to turn on both "iCloud Photos" and "Optimize iPad Storage".
