If you have a Mac, there is an application called “Coconut Battery”, you can plug in your iPad mini and check its battery health. If the battery is pretty old, then it’s possible it’s not able to power the iPad anymore.

if it's decently old, then the battery has probably run its course and it needs a new one, otherwise try a faster power brick
