Generally stuff like this would fall under some MDM policy. Its common to have one set on a device that is under remote management by some company/institution since very often security policies there require revolving door password policies

Try changing the password if your able to set it as a 4-digit code or not

Personally owned devices doesnt necessarily mean there isnt some MDM profile installed on it. They would be present under Settings > General > Profiles (or VPN and Device Management on newer iOS)

ALternatively, if you have a Microsoft Exchange account setup, such as a school or work account simply being signed in (no MDM profiles mind you), then the Exchange accounts security policies can also force this

Many school accounts for email or other school resources these days have a tendency of using Microsoft Exchange to create and manage students accounts with their schools own shit, so if youre signed in to one its likely why

dunno what else to tell ya, these exact security policies only come from those places only. its not even an accessible option on normally setup personal devices

Based on everything written here you might need to reset the device and restore from a backup on iCloud. The backup restore would not sign you into any MDM or other profiles, so it should help clear up the issue.

Generally, the only thing that remains signed up upon a backup restore is your Apple ID (as you sign in to do the restore to begin with). All of your non-Apple apps and accounts will need to be signed back up.
