Why can't we put both codes (front-end and back-end )
in one repo?
We can make two separate GitHub Actions for different paths inside our repo: one for back-end and the other for front-end code.
does that have to do with best practices?

We had this conversation in one of other channels and the reason was that we want to be able to isolate testing and deployment of each service and lessen the length of build/test/deploy. On the other hand, when having multiple pipelines, the cost can add up on number of pipelines as well.
