since you used your personal Gmail account to sign up for google cloud, this account does not support the management of folders. The feature to manage folders is for organizations or folks who used cloud identity or google workspace when signing up in google cloud

Thank you for your response! This information was very helpful. Can I change my email to manage folders? I have a edu email. I don’t have any organization, what would be another option for me?

@twin frost I ended up creating a workspace account and I have an organization, but I’m still unable to create a folder as I don’t have permissions.
