On PC you usually spam spacebar to shoot arrows and shift to use boost (to leave your mouse free to buy upgrades and interact with minions etc). However, when you click a minion to see more information and then press spacebar to shoot arrows, it makes the popup reappear several times when you try close it, halting gameplay until you close all the repeated popups.
To reproduce simply click a minion for more information, then press spacebar a few times. It gets you stuck in this popup loop until you close it however many times you pressed spacebar.
