The Silver Box Gem Buff has lower +% then the regular Box.
I got several times +15% out of Silver Box.

it has a range from and to. you probably happened to get the lowest number on silver box

and yes, higher numbers on orange can be higher than low numbers on silver

It's 5-25%, yes.
