Have you been minimizing the game? Turning off the screen? On iOS, pulling down the taskbar? (oh you put android right there)
All of these things accumulate offline time. If at least ten minutes have been accumulated it will claim the offline rewards despite buffs existing. (Without buffs, it's at least 30 seconds.)
