Well it would be possible. Everything you don't translate would be plain English by default and you can pick 3% of the ingame dialogues and item texts and create and an abridged game ...
As for who would use this ... probably nobody... We could also make a cyborg, scifi, ninja modded english ... its not about the effort ... its about the why...
Lets go with Ninja. The Items are Adranos-Katana and Kishar-Tabi. Every Character ends its sentence with desu. The Ascendents are Samurai and the enemies are Oni ...

Language Support is crowdin.
Every Nontranslate is english.
So the whole dialogue is there already...
If you change about 2-5% like names, items and dialogues, there is not much to do ...
